Introduction to the Directorate of Quality Enhancement

Higher education institutions across the country require a systematic and continuous organizational process to safeguard academic values, ensure continuous quality enhancement, and improve teaching, research, and administrative practices. The Directorate of Quality Enhancement has been established to improve academic programs, teaching methods, research, monitoring, evaluation, and student services, aiming to elevate higher education institutions to higher standards.

This directorate ensures that all academic programs, scientific and administrative activities in universities comply with required standards so that students receive accurate and high-quality education. Its main focus is on quality assurance and enhancement through program evaluation, guidance to faculty and administrators, and follow-up on continuous improvement. This section helps universities function more efficiently and reliably, increasing public trust in higher education institutions. The directorate strives to position Nimroz University among reputable universities by fully implementing quality assurance standards.

General Management of Quality Enhancement

The General Management of Quality Enhancement plays a key role in advancing the activities of the directorate. It ensures that academic and administrative programs are implemented in an organized and standard-compliant manner.

Main Responsibilities:

  • Updating monitoring forms and checklists;
  • Distributing directorate decisions and ensuring their implementation throughout the university;
  • Supervising quality assurance and accreditation processes to improve teaching and academic standards in faculties;
  • Managing filing systems (hard and soft copies) for quality and accreditation documents;
  • Ensuring the implementation of the directorate’s plans and quality improvement at the institutional level.

Duties of the Directorate of Quality Enhancement

  1. Collect and analyze data to identify strengths and weaknesses in teaching programs and implement corrective measures;
  2. Review teaching methods to ensure curricula and instructional materials meet the set standards for faculties;
  3. Promote quality improvement within the institution and implement programs assigned by the Ministry’s Quality Enhancement Directorate;
  4. Maintain familiarity with the Ministry’s strategic plan, Nimroz University’s strategic plan, and other important quality and accreditation documents;
  5. Prepare and review self-assessment reports of university academic staff;
  6. Monitor the implementation of operational and strategic plans, and organize meetings for plan execution;
  7. Supervise, review, and evaluate research, publications, teaching, final exams, laboratory equipment, and student services according to national and international higher education standards;
  8. Develop and implement innovations and new programs that enhance institutional quality;
  9. Prepare monthly, quarterly, and annual work plans in alignment with the directorate’s objectives;
  10. Manage and organize filing systems (hard and soft copies) for quality and accreditation documents;
  11. Submit periodic reports (monthly, quarterly, annual) on activities, achievements, and progress to the relevant authority;
  12. Coordinate with the Ministry’s Quality Enhancement and Accreditation Directorate;
  13. Collaborate with review teams during quality review processes;
  14. Perform other related tasks assigned by competent authorities in accordance with regulations.

Duties of the General Management of Quality Enhancement

  1. Collect reports on applied quality standards for accreditation processes;
  2. Collect and consolidate self-assessment reports from faculties and departments;
  3. Assist in applying new supervision and monitoring methods to improve teaching and academic quality;
  4. Provide professional advice to the Directorate for Quality Enhancement and Accreditation;
  5. Collaborate in organizing quality enhancement programs;
  6. Prepare and organize annual institutional reports;
  7. Prepare checklists and forms required for quality and accreditation evaluations;
  8. Develop annual work plans aligned with the operational plan of the directorate;
  9. Manage filing systems (hard and soft) for quality and accreditation documents;
  10. Supervise personnel to ensure timely and accurate execution of duties;
  11. Submit periodic reports (quarterly, annual, and as needed) on activities, achievements, and progress to the director;
  12. Organize and maintain files on primary and secondary quality and accreditation standards;
  13. Perform other related duties assigned by the director according to laws and regulations;
  14. Coordinate with all relevant departments as needed.

Duties of the University Quality Enhancement Committee

(A) Regarding Quality Assurance and Accreditation Programs

  1. Promote quality improvement in the institution;
  2. Monitor self-assessment processes of the institution, faculties, and graduate departments;
  3. Prepare self-assessment reports;
  4. Review faculty and department self-assessment reports;
  5. Collaborate with review teams during evaluations;
  6. Maintain full knowledge of national strategic plans, institutional strategic plans, and key documents on quality assurance and accreditation, including evaluation criteria;
  7. Advise the Academic Vice Chancellor on improving faculty quality and student services such as laboratories, computer centers, libraries, research, and other academic areas;
  8. Prepare documents for the committee based on review of academic and administrative activities;
  9. Maintain confidentiality of committee discussions, faculty meetings, and deliberations;
  10. Maintain communication with the Ministry’s Quality Enhancement and Accreditation Directorate;
  11. Prepare annual monitoring reports and follow up on operational plan implementation;
  12. Perform other duties related to quality improvement as assigned by competent authorities.

(B) Regarding Measures for Quality Enhancement

  1. Prepare an operational plan based on weaknesses, threats, and opportunities for all quality assurance and accreditation standards;
  2. Develop mechanisms for implementing the operational plan and addressing challenges;
  3. Monitor operational plan implementation across all levels;
  4. Monitor implementation of national and institutional strategic plans and prepare quarterly reports;
  5. Organize sessions for implementing quality assurance programs;
  6. Implement other programs assigned by the Ministry;
  7. Introduce innovations and new programs for quality improvement;
  8. Monitor budgets and resources allocated for operational and strategic plans;
  9. Monitor teaching and learning policies, individual operational plans, and curriculum implementation.

(C) Regarding Supervision of All Academic Matters
According to directive No. 3784/2933 dated 13/8/1392, the University Quality Enhancement and Accreditation Committee supervises all academic matters, including:

  1. Supervision and reporting on publications each semester;
  2. Supervision and reporting on scientific research each semester;
  3. Supervision of teaching, including assessment of teaching quality;
  4. Supervision of final exams and compliance with examination regulations;
  5. Supervision of laboratory equipment and teaching materials;
  6. Supervision of departmental teaching methods;
  7. Semester-wise monitoring of lecture materials and course content;
  8. Ensuring curriculum and syllabi implementation;
  9. Monitoring transparency of academic appointments and promotions;
  10. Ensuring institutional discipline and reporting to the Ministry;
  11. Supervising use of technology in teaching and semester schedules;
  12. Monitoring academic activities in departments and faculties;
  13. Ensuring compliance with bylaws, regulations, and other academic legal documents;
  14. Supervising delivery of academic, research, and publication services in accordance with university financial independence regulations.
